Introduction
For decades, proving that an academic certificate is genuine in Kenya has meant navigating slow manual verification chains, processes that could take a month for a single check and stretch to six months for employers verifying large batches of candidates. Even the more recent move to QR-coded paper certificates left a weakness: the underlying databases could still be tampered with, and fraudsters could stand up convincing lookalike verification sites.
The Kenya National Examinations Council (KNEC) has now taken a different route. Working with a local Kenyan technology provider built on Avalanche’s C-Chain, KNEC has begun anchoring the country’s academic records directly on-chain, treating each certificate as a permanent, independently verifiable event rather than a document that depends on institutional trust to be believed.
From Paper to Cryptographic Proof
The shift is straightforward in concept but significant in effect: every historic and current exam record becomes a blockchain-secured record that can be checked in seconds rather than weeks.

This isn’t a pilot confined to one exam cycle. The rollout already anchors more than 15 million records dating back to 1989, and nearly a million KCSE 2025 candidates now hold certificates that exist exclusively on the e-certificate platform. KNEC expects the registry to grow to roughly 35 million verifiable records, spanning:
- Primary and secondary milestones (KCPE and KCSE)
- Advanced diploma programs
- Government teaching faculty certifications
KNEC’s Chief Executive, Dr. David Njengere, has framed the shift as giving candidates a faster and more reliable way to access, download, and verify their certificates without depending solely on physical copies.
Part of a Wider Pattern of Public-Sector Chains On-Chain
Kenya’s move isn’t happening in isolation. Similar architecture has already been used to digitize over 700,000 land records in India’s Dantewada district, cutting verification from weeks to under a day. In the United States, California’s DMV has digitized 42 million vehicle titles to combat lien fraud, and Bergen County, New Jersey is tokenizing hundreds of thousands of property deeds representing hundreds of billions of dollars in real estate value.
The common thread: governments handling records that need to be fast to check, easy to audit, and hard to fake are increasingly choosing blockchain rails to do it.
